Sheriff Robert "Bob" McCabe was first elected in 1993 and is currently serving his fifth term in office. As Sheriff, he has instituted an unprecedented number of crime prevention and safety programs for citizens; education and career development opportunities for inmates and work force assistance for city facilities and events.
During his more than 25 year law enforcement career, Sheriff McCabe worked as a Norfolk Police Officer for twelve years and a Corrections Officer for the Department of Corrections. In addition to serving as Sheriff, McCabe is an adjunct professor of criminal justice at Old Dominion University and Tidewater Community College. He holds a Masters of Public Administration with a concentration in Administration of Justice from Troy University; and a Bachelor of Arts in Criminology from St. Leo University.
Among his numerous accolades, Sheriff McCabe was the 2007-2008 President on the Board of Directors of the Virginia Sheriff's Association, the primary voice for Virginia sheriffs in the General Assembly with more than 6500 sheriffs and deputy sheriffs. In 2005, he earned the Humanitarian Award from the National Conference for Community and Justice. In 2004, he was named Executive of the Year from the Tidewater Chapter, Int'l Assoc. of Administrative Professionals. McCabe is among Strathmore's Who's Who of Business Leaders and has served as Grand Marshall of Norfolk's annual St. Patrick's Day Parade.
Sheriff McCabe is a Navy veteran and Norfolk native. He and his wife Janet have three sons.

Lt. Col. Norman Hughey is the Chief of Operations at the Norfolk Sheriff's Office. His responsibilities include Jail Corrections, Program Services, Community Affairs, Court Security, Community Corrections and Civil Process.
One of the NSO's longest serving deputies; Lt. Col. Hughey was hired in March of 1979. In 1982, his supervisor recommended him for Sergeant. He continued advancing through the ranks, getting promoted to the Major in charge of Corrections in 2002; and then Lt. Col and Chief of Operations in 2006.
Lt. Col. Hughey is a Firearms and General instructor. He is also certified in Project Lifesaver, an innovative rapid response program to locate and rescue people suffering from Alzheimer's disease and related disorders such as Down Syndrome and Autism.

Lt. Col. Robert Wash is the Chief of Staff in charge of the NSO's Administrative Services Bureau. His area of responsibility includes human resources and personnel issues for more than 500 sworn and civilian employees. He is also responsible for policy and procedures as well as the entire investigations unit.
Lt. Col. Wash came to the NSO in September of 1996, after retiring from the Norfolk Police Department with more than 33 years of experience. He started as a patrol officer and climbed through the ranks to the position of Captain specializing in investigative work particularly in the area of Vice and Narcotics.
Lt. Col. Wash has achieved dozens of awards and accommodations during his distinguished law enforcement career, including Policeman of the Year, Outstanding Student at the Virginia School of Polygraph Examiners and Outstanding Student at the National Training Institute's Drug Enforcement Officers Academy. Wash has been recognized by the U.S. Attorney's Office, the Commonwealth Attorney's Office, the Federal Bureau of Investigation (FBI) and the Virginia Beach Police Department for contributions to the community through dedicated and effective drug law enforcement.
He and his wife Linda have been married 45 years and they have two children and four grandchildren.
