Education Program
The primary objective of the Norfolk Sheriff’s Office Inmate Education Program is to provide inmates with the opportunity to obtain their high school
equivalency diploma by providing General Education Development (GED) preparatory classes within the jail.
The Norfolk Sheriff’s Office provides a full-time professional Chaplain/Inmate Rehabilitation Coordinator who coordinates all religious services, volunteers, and rehabilitations programs. Religious services and rehabilitation programs are available to all eligible inmates.

The Before and After program is a life skills development that provides instruction in goal setting, time management, positive thinking, building self
esteem, healthy relationships, and character building.
Freedom Within
The Freedom Within Program introduces the inmate to therapy to alter substance abuse, criminality, and self-destructive behavior. The program is
designed to reduce substance abuse among offenders and positive behavior.
Bridges to Freedom
A six-month substance abuse treatment program for female inmates.
