                The Norfolk Sheriff's Office handles the Booking responsibilities

                for the Norfolk Police Department.


                The booking procedure entails the receiving of prisoners from the

                Norfolk Police Department, or any other law enforcement

                agency upon arrest.


                The booking process consists of taking what is commonly known as a

                "mug shot", fingerprints and any other matter that relates to the prisoner such

                as name, address, social security number and other pertinent information.


                Additionally, all property is taken from the prisoner, inventoried and

                a receipt is issued.




                The Norfolk City Jail utilizes the Objective Classification method for

                classifying inmates, which uses a formal process for separating and

                managing inmates based upon Agency Mission, Classification Goals,

                Agency Resources and inmate custody and program needs.



                This office is responsible for receiving and releasing inmates.


                Whenever an inmate is transported from the jail, the Records office is made

                aware of the movement as verification must be made of all inmates leaving

                the confines of the jail and must be re-verified upon the inmate’s return.


                An inmate count is verified three times a day.



                The Correctional Operations Department oversees the operation and

                maintenance of the Norfolk City Jail.


                The jail is subject to annual inspections by the Virginia Department of

                Corrections for certification on all Life, Health, and Safety Compliance

                Standards. The jail is also subject to periodic fire and health inspections

                by state and local authorities.


                A comprehensive audit is conducted every three years to ensure accuracy

                in records and documentation and to ensure that the facility is operating

                within the standards and guidelines established

                by the Department of Corrections.


                Sheriff Robert J. McCabe has instituted a policy of monthly environmental

                inspections by Correctional Services staff with the assistance of the medical

                service contractor to ensure standards are met and inmates are properly cared for.


                The Norfolk Sheriff’s Office Policies and Procedures assures

                the processing of inmate grievances.


                All grievances are subject to review by the Sheriff.


                Inmates are provided a copy of the Norfolk City Jail "Resident Handbook"

                which is a reference guide to facility rules, regulations, services and

                programs available during incarceration.


                The Grievance Coordinator provides an expeditious response

                and fair resolution to inmate complaints.
